Courtenay council reallocating funding to finish Greenwood Trunk Sewer project

Courtenay city council has decided to move funds from other projects and reserves to finish the Greenwood Trunk Sanitary Sewer project.

The decision was made because of groundwater issues that have affected excavation.

The project features new sewer mains off Anderton Road and a new sewer pump station.

The project faced hydraulic breaches in September 2020 and July 2021

The first breach resulted in a budget reallocation of $1,492,500, and an additional $1,492,500 is anticipated to be relocated because of remediation after the second breach.

Staff are finishing up the 2022-2026 sewer financial plan and will be recommending a 7.5 per cent or $26.37 per household increase to the sewer user fee and a 5.5 per cent annual jump for the following years.

“There are a number of housing and commercial projects in East Courtenay that are either planned, approved, or underway that are depending on the successful completion of this project,” said Chris Davidson, the City’s director of engineering. “Unfortunately, significant complications with conditions at the site have greatly increased the scope, timeline, and costs for this project. These additional funds will allow construction to continue.”

The project is 75 per cent finished and is expected to be completed in February 2022.
