A proposed bylaw plans to hold property owners accountable

Courtenay has passed the third reading of a bylaw to keep homeowners accountable for activities that take place on their property.

Instead of giving out tickets to the property owner this bylaw would be enforced through injunctive or other legal proceedings.

It would also give the owner a chance to speak at the council to defend their case.

The “Nuisance Abatement and Cost Recovery Bylaw” was put forward after residents expressed concerns around repeated behaviours of people living at certain homes in the city.

A delegation from some of those residents took place back on September 3rd.

The city says since 2018, bylaw services have received multiple complaints about three rental/tenant properties. Police have attended those properties on numerous occasions, but the behaviours have continued.
